Victim Offender Reconciliation Program aims to reduce repeat crime and improve the lives of those affected by crime through victim-offender dialogue education and services in San Diego County. Trained mediators/facilitators assist in facilitating meetings between victims and offenders where they can achieve mutual understanding, take accountability, recognize harms, develop empathy and remorse, understand victim impact, and promote personal healing. Program areas at Victim Offender Reconciliation Program

Victim offender dialogues involve a meeting between the victim of a crime and the offender facilitated by a trained mediator or facilitator. With the assistance of the facilitator the victim and offender begin the process of mutual understanding and to construct their own approach to achieving justice in the face of their particular crime.
The Peacemakers Institute is a 38 week three-part educational curriculum that concludes with an 18-week Mediation Certificate program meeting the specific requirements set forth under the California dispute Resolution Programs Act DRPA for mediators and qualified neutrals in the State of California. The curriculum helps individuals develop a skillset and toolbox for conflict resolution and deescalation that far exceeds these minimum requirements by helping individuals to develop empathy and an understanding of why people choose to cause harm to others and the wider impact of those harms to themselves and others.
The rudiments of the program are based on the restorative justice principles of developing accountability recognizing harms developing empathy and remorse understanding victim impact and personal healing.
