To develop a pilot project to enhance the well being and care of citizens who are dually diagnosed with mental retardation and mental illness. The long-term goal is for the pilot program to morph into a regional or even state-wide program to help these citizens. To provide awareness, advocacy, intervention and support to enhance the quality of life of individuals with a dual diagnosis of mental retardation and mental illness.
