Minneapolis Highrise Representative Council

The Minneapolis Highrise Representative Council (the Council) is organized and operated primarily to engage in, advance, promote, and support self governance activities by residents of low-income public housing high-rise buildings which are occupied primarily by elderly, handicapped and disabled persons, and other limited income persons, and which are owned and operated by the Minneapolis Public Housing Authority (MPHA), or its successor agency; to provide opportunities to consider and solve problems within such buildings; to improve the physical conditions of such buildings and adjacent grounds; to provide the means to influence decisions about the delivery of services to residents, and to improve the individual and group functioning of such residents.
