Mississippi Life and Health Insurance Guaranty Association is a statutory entity created in 1985 when the Mississippi legislature enacted the Mississippi Life & Health Insurance Guaranty Association Act.

MSRB is a non-profit corporation governed by a Board of Directors or Executive Committee comprised of nine members elected from Member Companies. The management of the Bureau is responsible to the Executive Committee.

The organization's purpose is to hold the assets of the staplcotn medical plan, a self-insured plan, which provides healthcare benefits to eligible employees of staple cotton cooperative association and staple cotton discount corporation and their eligible dependents. At December 31, 2016 there were 258 persons insured under the plan. Claims paid on behalf of participants totaled $813,905. Reinsurance premiums of $149. 357; claims administration expense of $57,658, audit fees of $5,400; and miscellaneous administrative expenses of $1,410 were paid in 2016. Insurance premiums of $1,247421 were collected from staple cotton cooperative association, staple cotton discount corporation and participants in the plan. The interest bearing checking account of the trust earned interest income of $253.
