Vitl is the legislatively designated operator of the Vermont health Information exchange (vhie). As defined by the office of the national coordinator of health Information Technology, electronic health Information exchange (hie) allows doctors, nurses, pharmacists, other health care providers and patients to appropriately access and securely share a patient's vital medical Information electronically - improving the speed, quality, safety and cost of patient care.the Vermont health Information exchange receives data from, and sends data to, health care organizations throughout the state of Vermont, including primary and specialty care practices, hospitals, federally qualified health centers, laboratories, and others. Through the fiscal year ending june 30, 2022, the team at vitl completed its work to implement the new clinical data repository, which began in fiscal year 2021. In addition to successfully implementing the core, fhir-native database, the team piloted and then rolled-out a new clinician-facing portal, vitlaccess, which provides individuals delivering patient care with a view of a single, longitudinal record for each Vermonter. The new portal was developed with input from clinical users, during the design and piloting phase. The roll-out to vitl's participating health care organizations was completed in june 2022. During fiscal year 2022, the vitl team worked with the team at Vermont's medicaid agency to design and implement the ability to ingest claims records in the vhie and to match those claims to clinical records for a more complete patient record, using the new master patient index that was implemented the prior year as part of the collaborative services project. The vitl team also continued its work with the Vermont department of health (vdh) to obtain data from organizations offering covid testing and immunizations across the state in order to make that data available for vdh to monitor pandemic activity, to inform required federal reporting, and to complete reportable case investigations.
