Program areas at Texas PACE Authority
Education, outreach, and training in existing PACE regions to make property owners and managers, lenders, contractors, architects, engineers, manufacturers, and other stakeholders aware of the program and learn how to work together to create and implement successful PACE projects. Efforts included speeches and presentations, webinars, individual meetings, training, and the creation of flyers, case studies, and presentations. The effort resulted in $172 million in completed PACE projects throughout the state of Texas in 2022, with outcomes including economic development, significant reduction in water and energy use, improved air quality, etc.
Education and outreach to assist local governments in reviewing and establishing local PACE programs. The number of PACE programs expanded from 70 to 83 local governments in 2022 reaching above 70% of the Texas population. The collaborative effort involved many local and statewide stakeholders, speeches, presentations, and meetings with local elected officials and city and county employees to educate about the Texas PACE in a Box model program's design principles, documents, policies, etc. and Texas PACE Authority's servant leader model of administration.
Oversight of the development and completion of TX-PACE projects in Texas to ensure that each project met state statutory and programmatic best practices, including review of independent third party engineering reports and capital provider underwriting criteria and materials, owner and lender contracts, and notice of assessment lien filings. 17 PACE projects closed in 2022.
