Non-partisan advocacy: in 2019, scan's targeted strategy which includes a focused public policy agenda, grassroots mobilization and education campaign and research-based communications, elevated the issues of early childhood education & child care and the migration crisis at the u.s.-mexico border with its dedicated group of activists and the general public.

Electoral: scan's electoral activity in 2019 was limited to fundraising and planning for future electoral engagement in either 2020, 2021 or 2022. Scan did not engage in overt electoral communications or make expenditures intended to influence the outcome of elections in the 2019 calendar year.
