Description
Police Executive Research Forum conducts research on best practices and policies in policing, disseminating findings to the field. It conducts a range of research projects and publishes reports for police practitioners, the news media, and the public. Recent projects have studied the use of force and de-escalation strategies, as well as the use of drones in policing. In addition to research, PERF also contracts with local police departments and other agencies to provide management consulting services and technical assistance tailored to the needs of the client.

Program areas at Police Executive Research Forum

Education and training: in 2022, perf held 4 sessions of its senior management institute for Police (smip), a leadership development program for mid and senior level Police officials who in many cases will be tomorrow's Police chiefs. A total of 403 students attended the 3-week smip program. Perf also ramped up training of officers to implement perf's "icat" program (integrating communications, assessment, and tactics), which helps prevent unnecessary use of force by Police and promotes better outcomes in incidents that involve subjects with mental illness, developmental disabilities, or other conditions that may cause them to behave unpredictably. In 2022 perf continued to rollout icat training nationwide to Police departments, with regional sessions conducted in douglas county, co; sparks, nv; elgin, il; dallas area rapid transit; salem, or; riverside, ca; and the federal protecticve service. Perf also conducted state-wide trainings in new hampshire; newtown, ct; and for the Colorado post. In 2022 perf also provided icat training to individual agencies in conyers, ga; arcata, ca; fairfax county, va; and minneapolis, mn. In order to ensure program fidelity perf conducted recertification and quality assurance in several agencies.in the summer of 2022 perf and the baltimore Police department piloted a summer internship program with two local hbcu's; morgan state university and coppin state university. Eight interns completed the 10 week internship and concluded it with capstone presentations.
Management services - perf contracts with local Police departments and other local, state, and federal agencies to provide technical assistance and management consulting services. Depending on the needs of the client, these services may address a specific question, or may involve a comprehensive review of the agency's operations and systems. In 2022 perf provided these services in Virginia beach, va; state college, pa; fayetteville, nc; and Washington, dc. In austin, Texas perf reviewed sexual assault cases and provided the city with a comprehensive report and recommendations.
Research: perf conducts a range of Research projects and publishes findings in reports for Police practitioners, the news media, and the public. In 2022, perf's Research team examined; policing civil distrubances; non-fatal shooting investigations and other critical issues. In 2022, perf produced reports on rethinking the Police response to mass demonstrations, community engagement in Police drone programs, a program brief on an Executive development program for sergeants in the chicago Police department, transforming Police recruit training: and other issues.
Membership: perf has a membership of thousands of law enforcement executives, federal government officials, academics, and others with an interest in policing and criminal justice issues. Perf holds annual meetings and other conferences and events for its members and communicates with members on a daily basis with services such as perf's daily clips service, in which we choose the most important news media stories about issues in policing and email a list of these stories every morning. Perf's Executive director also sends out a weekly column called perf trending, which focuses on a current topic in policing and provides updates on perf.
Executive search: over the past 20 years, perf has assisted with over 100 cities, counties, and other jurisdictions to identify the best candidates for positions as Police chief and other leadership positions. Perf also has published several books on Executive development for policing professionals, such as "command performance: a career guide for Police executives, and "chapter 2: how Police chiefs and sheriffs are finding meaning and purpose in the next stage of their careers."
Publications: perf's publications department manages the editing and production of perf reports, as well as managing perf's website, fielding news media inquiries about issues in policing, and maintaining perf's presence on social media.
Demonstration and technical assistance: perf provides technical assistance on specific issues in policing to law enforcement agencies. Funders include federal government agencies, private foundations, and city and county governments that request such assistance. Issues addressed in 2022 include best practices and innovations in Police recruitment and retention; the development of 40 guiding principles on transforming Police recruit training; understanding the obstacles and opportunites for women to advance in leadership positions in Police agencies; immigration-related issues in policing; alternative crisis response models; drones and vehicular pursuits.
