Program areas at Philadelphia Association of CDCs
PACDC's key accomplishments of the fiscal year included: POLICY & ADVOCACY: Housing Trust Fund: Undertook a communications campaign to educate the public about ballot question requiring 0.5% of the City's General Fund appropriations to be allocated to the Philadelphia Housing Trust Fund every year. The ballot question was approved by 70% of Phildelphia voters, leading to an additional $28+ million more every year for affordable homes starting in July 2022. Housing Counseling: Worked with housing counseling agencies to successfully advocate for a $2 Million increase in funding for housing counselors to help keep tenants/homeowners in their homes and assist first-time homebuyers. Inclusionary Housing: Advocated for new Mixed-Income Neighborhood Overlay that requires larger market rate housing developments to include on-site affordable housing, replacing voluntary program in targeted areas in two City Council Districts. State Housing Funding: Supported efforts to win new funding from the state for affordable housing, including the Whole Home Repairs Act that will provide $125 Million for repairs for lower-income homeowners and small landlords that will in funding to fill gaps in proposed affordable rental housing developments. Affordable Housing Tax Abatement: Supported State enabling legislation that will allow the city to enact tax abatements for affordable housing. Community Health Needs Assessment: Worked with COACH and area hospitals to develop a new three year regional Community Health Needs Assessment, including coordinating focus groups highlighting the needs and issues in low-income communities of color and other marginalized communities. Health Impact Assessment: Partnered with Urban Institute and Pew on a Health Impact Assessment to improve Philadelphia's rental regulatory and housing support systems to improve the quality of rental housing in the city.
MEMBER SERVICES: Small Business Assistance: Launched our Save Your Biz Philly program pilot in collaboration with the Temple Small Business Development Center, Black Squirrel, and partner CDC's to assist Black and Brown small businesses impacted by the pandemic and other challenges on four neighborhood commercial corridors. Corridor Initiative: Worked to build the capacity of commercial corridor managers/organizations through two cohorts of our on-boarding training and coaching program for newer corridor managers to foster peer learning and providing data collection and management support on four corridors. Workshops: Hosted two workshops on implementing meaningful and impactful race, equity and inclusion strategies into community development practices in partnership with Neighborworks America. Iron Sharpens Iron Podcast: Released five episodes of our podcast series on grassroots organizing tips, insight and pathways for connecting with neighborhood residents, small businesses and institutions that intersect with those neighborhoods (anchor.fm/pacdc). Annual Gala & Awards: Honored excellence in the local community development field and celebated our 30th anniversary with nearly 400 supporters. PACDC Magazine: Released the 30th anniversary edition of PACDC Magazine, Let us be the dream they make speeches about (https://pacdc-magazine-30th- anniversary-edition/).
