Program areas at NASPO

Cooperative purchasing - offering a cooperative purchasing program through valuepoint, members lead and participate on sourcing teams to address the needs of their states and deliver best value contracts for the benefit of the public. During 2022, the valuepoint purchasing cooperative facilitated the execution of over 994 new statewide/local participating addendums including the addition of 17 new contractors. Helped lead states, administer over 400 contracts with sales in all 50 states and the district of columbia. Provided $319,958 to states to market their own in-state purchasing cooperatives. Provided states with no administrative fee contracts for public interest goods such as wic infant formula.
Conferences - conferences are an integral part of the organization by allowing members to share "best practices and learn new skills. Naspo provides our conferences at no cost to our members because of the importance of bringing together our members and partners. In 2022, naspo celebrated its 75th anniversary as an organization, honoring its foundation as a State lead and founded organization. At conferences, naspo celebrated our past by honoring those who built the organization.held our annual exchange conference in which 204 attendees were able to nextwork and knowledge share with over 300 suppliers of which 48% were first time attendees and 11% were certified small businesses. . Exchange achieved a net promoter score of 71.held our annual naspo reach conference with 317 in person participants. Achieved a net promoter score of 79. In conjunction with reach, naspo held its first leads training. Designed to prepare those interested in serving as a naspo valuepoint contract lead and to offer professional development to current leads. Held our law institute with 143 in person participants. State legal attorneys were provided educational opportunities including being eligible for continuing education credits and insight into the Procurement process at no cost. Law institute achieved an nps of 88. Our 2022 naspo annual conference had 214 participants with 16% of those being first time attendees. Attendees reported an 85 net promoter score. Every conference hosted by naspo in 2022 received an nps over 70.our conferences also host a naspo cares event in which members and staff participate in projects to give back to local communities.
Professional development - naspo offers a multi-faceted education platform for members and other State and local government Procurement professionals. Procurement u provides training, publications, and certification exam support. To support states, naspo also offers a professional development fund to support the professional growth of State Procurement. During 2022, naspo provided $1,405,691 in funding to 50 states and the district of columbia, as well us terriorties Guam, puerto rico, & the virgin islands. Conducted instructor led trainings totaling over 36,000 contact hours at no cost.procurement u had 3,000 new users create accounts and over 15,000 courses provided. Procurement u partnered with several nationally acclaimed universities to help develop curriculum around public Procurement. As part of this initiative, naspo created 4 new skill focused courses. Procurement u provided all naspo developed courses free of charge to the public, providing $1,019,199.60 in course value. The professional development program developed educational sessions for all five naspo conferences. This provided free education to over 1,500 attendees. These sessons included a mixture of presentations by subject matter experts and peer to peer learning. To address workforce shortages in states, naspo administers an internship program in partnership with leading supply chain management programs across the country. Procurement u developed and led a case study competition. Bringing together teams from nine universities. This competition exposed students to real-world expirence on a public procurement-related topic. Teams had 24 hours to present a solution and were then judged by naspo members. In partnership with the National contract management Association, naspo launched the new contract management organizational capability program to support contract and Procurement officials.launched the repository of State practices, a database of State Procurement statutes, regulations, and policies.
Research and innovation - every year, r&i produces for member states a top 10 priorities based on a survey of member states. These priorities drive the educational opportunities naspo offers through out the year. The research and innovation team supports the development and administration of the Procurement pulse blog including 11 blog posts and 7 podcast episodes. These outlets provide topical education to Procurement professionals. The research team developed and delivered 3 publications and 2 webinars that were free and open to all public Procurement professionals. Complimentary entry for all State members to access hundreds of market research reports and services through Procurement iq as part of their naspo membership. Reports available through Procurement iq cover price trends, market characteristics, negotiation questions, key rfp elements, and more. Naspo provides complimentary for all members to govwin. This market research tool provides access to 1.9 million company profiles, helping member research and quality bidders by examining track records in contracting with other governmental entities. As part of their naspo membership, all State members have complimentary access to hundreds of market research reports and services through Procurement iq. Reports available through Procurement iq cover price trends, market characteristics, negotiation questions, ke rfp elements, and more.
