The beef promotion and research act of 1985 established the beef promotion opeating committee which permits it to contract with established national nonprofit industry organanizations to implement certain committee programs and initiatives. Meat Import Council of America, Inc. (the organization) has an agreement with the committee to implement promotion and consumer information programs for beef and beef products. To assist it in carrying out and fulfilling its contractual obligations with the committee the organization has entered into a contract with the Pennsylvania beef Council.
