Lluch's primary service area can be defined, broadly, as California's inland empire - riverside and san bernardino counties. The inland empire is a region of southern California situated directly east of the los angeles metropolitan area. Riverside and san bernardino counties range from lake arrowhead in the north, yucipa in the east, perris in the south, and ontario in the west, serving a little over 4 million people. In january 2016, the hospital association of southern California (hasc) contracted with scientific technologies corporation to complete a regional community health needs assessment for several of its member hospitals (including, loma linda university children's hospital, loma linda university medical center, loma linda university behavioral medicine center and loma linda university murrieta), representing the greater inland empire.
