Program areas at Inland Empire Community Collaborative In
Capacity Building / Technical Assistance: The RAP Technical Assistance Project started in August 2023 with a grant from the Regional Access Project Foundation RAP Foundation (funded under the Riverside County Nonprofit Assistance Fund). The RAP budget totals $472,687. Through this grant IECC provided technical support and assistance to nonprofits that provide services in Riverside County. Awarded services included: Strategic Planning, Financial Controls, Fund Development, and Grant Writing. We have a total of 560 attendees and provided a total of 13 workshops (in-person and virtually) with an average attendance of 43 people per workshop. This was a one-year grant that ended in June 2024.The California Endowment Fiscal Sponsor Infrastructure started in January 2023 with a grant up of $250,000 and in February 2024 was increased by an additional $100,000 focus on supporting the capacity and infrastructure development for a local fiscal sponsor that incubates and accelerates the capacity of grassroots power building organizations advancing health and racial equity in the Inland Empire. During FY24, a comprehensive plan was established that included best practices for the overarching management of fiscal sponsored nonprofits, supporting them with capacity building, and assisting with fiscal support. Additionally, the IECC was able to determine through such research what staffing/contracting was necessary to fully implement fiscal sponsorship within the Inland Empire. The IECC attended fiscal sponsorship conferences, connected with fiscal sponsor agencies, and consulted with an attorney that specializes in support for fiscal sponsor agencies to identify the best practices associated with fiscal sponsorship.
Advocacy: Committee and Co-Chair of the Regional Outreach Sub-Committee. IECC is a member of the California Nonprofits State Policy Advocacy coalition. IECC is a member of the Riverside County Nonprofit Round Table advocating for $15.3M ARPA funding for nonprofits and 13M for childcare through Riverside County Care Act Funding. IECC participated in the State Nonprofit Coalition for budget contract improvement (set rates for indirect cost, legislation proposal regarding state contract negotiations). During this period, IECC continued its Policy legislative efforts through the IE Childrens Cabinet with the grant from Inland Empire Community Foundation (funded under the Gates Foundation). IECC continued advocacy work supporting California Nonprofits Equity Initiative to create equitable contracting for nonprofits in California.
Collective Impact / Power Building: IE Childrens CabinetThe Inland Empire Community Collaborative (IECC) provides backbone support to the IE Childrens Cabinet, a collaborative initiative spanning Riverside County and San Bernardino County. This initiative aims to create a unified space for organizations serving these communities. The project is currently funded by First 5 Riverside with a three-year grant of $282,740, First 5 San Bernardino with a three-year grant of $297,468, and Public Health Advocates (All Children Thrive California ACT-CA, funded under the California Department of Public Health) with a three-year grant of $200,000. The FY24 budget allocations were $120,356 for First 5 Riverside (Year 2 of budget), $134,008 for First 5 San Bernardino (Year 2 of budget), and $86,616 for ACT-CA (Year 1 of budget).IECC has continued to support the four IE Childrens Cabinet committees (Basic Needs, Child Care, Child and Youth Education, and Health and Wellness) by developing agendas, sending invitations, updating SharePoint resources, and co-facilitating meetings. Additionally, IECC is working towards earmarking funds to support and expand youth development activities in one Inland Empire city, leveraging sustainable tax revenue to create equitable and safe opportunities for youth, thereby reducing the impact of Adverse Childhood Experiences (ACEs). IECC continued to provide resources for cabinet members, including up-to-date information related to legislative tracking and grant opportunities. In FY24, the IE Childrens Cabinet reached a total of 159 members from 98 organizations across the Inland Empire.
