Hap advocated on behalf of Pennsylvania's hospitals and health systems to pass legislation to extend covid-emergency waivers and flexibilities; eliminate 2-facility restriction on physician institutional licenses; allow international nursing grads to sit for The pa rn exam; expedite licenses for veterans and military spouses; extend telehealth and hospital-at-home flexibilities; appropriate millions to state nurse student loan forgiveness; and authorize funding in retention and recruitment incentives for front-line Hospital staff. Hap generated action on capacity-crisis intervention strategy-allocation of federal resources, dedication of strike teams, increased inpatient payment rates by billions nationally over cms' original plan, and secured 200 new medicare-funded graduate medical education slots. Advocated to pass legislation to better integrate behavioral health information between patients' trusted providers; appropriate millions in arpa funds to fund adult behavioral health commission recommendations; address staffing capacity across The continuum of care. Preserved federal payments for 15 Pennsylvania hospital-based nursing programs, extended The low-volume adjustment and medicare-dependent Hospital programs for two years. Passed federal measures improving intensive outpatient policies, and marriage and family therapist medicare coverage, protected 340b hospitals from millions of dollars of unlawful rate cuts through u.s. supreme court ruling.
Hap partnered with The philadelphia department of health to adminster The Hospital nutrition and procurement standards program, implementing important foodservice guidelines within hospitals & healthsystems across The state. In addition, hap worked with The pa council of The arts to adminster The music therapy collaborative, a program designed to provide relief to high stress medical staff through music therapy.
Hap in partnership with q3 health innovation partners, llc served as a statewide Hospital quality improvement contractor on The ipro hqic. Hap had 26 rural general acute facilities, critical access, and other hospitals serving vulnerable populations in hqic projects. The hqic projects include adverse drug events, antimicrobial stewardship, Hospital acquired infections, person and family engagement, opioid treatment, pressure injury prevention, readmissions, severe sepsis, septic shock, surgical site infection, venous thromboembolism, and response to public health emergencies.
