SHIFTING THE LOW-WAGE ECONOMY-PUBLIC EDUCATION TO ADDRESS INCOME INEQUALITY. Since 1999, EBASE has won 31 policies and agreements to improve the lives of 250,000 low-wage workers and tenants, the majority of whom are people of color. Our policy achievements and commitment to enforcement, all addressed through the lens of our holistic worker approach, are advancing equity in the region and setting state and national milestones. EBASE;s coalitions continue to improve job access and increased worker and tenant protections in Oakland and Concord. EBASE brings a myriad of strengths and skills in coalition building, base-building, policy advocacy, strategic communications, and civic engagement, to name a few to the campaign for housing justice. EBASE works to build the power and agency of tenants in Contra Costa County, establishing a housing justice agenda rooted in community needs and experiences. The voice will be directed towards shifting the political landscape.
