Phar is deeply engaged in the redevelopment of Public Housing in Charlottesville by developing and implementing "positive vision for resident directed redevelopment," a resident focused plan for the eventual redevelopment of Public Housing. Phar holds workshops and information sessions, educates the Public Housing community on current activities regarding redevelopment and development of Charlottesville Housing authority properties, participates on committees and in meetings with decision makers, and serves directly as a decision maker by agreement with the Housing authority and redevelopment partners. Phar seeks to realize redevelopment under resident direction which will provide a greater quality of life, a financially stable Housing authority, maximized job opportunities brought forth from redevelopment projects, and expansion of affordable Housing opportunities for the Charlottesville community.
