Central Wisconsin Community Action Council (CWCAC) strives to lift people out of poverty and into a better quality of life. We are a private not-for-profit corporation established in 1966 under the Economic Opportunity Act as part of President Johnson’s War on Poverty. CWCAC operates a variety of state and federal programs to assist low-income families in becoming self-sufficient and to help our communities grow and prosper. CWCAC serves the five counties of Adams, Columbia, Dodge, Juneau and Sauk. We have an office in each county including our central office in Wisconsin Dells.

Program areas at CWCAC

Housing and housing rehabilitation:section 8 housing choice voucher program - this program is contracted through wheda to serve adams, burnett, columbia, iron, jefferson, price, rusk, taylor and washburn counties along with the city of eau claire in providing rent assistance to eligible households at or below 50% of county median income (cmi). The number of vouchers we are authorized to fill may fluctuate during the contract period based on available funds. We maintain a separate waiting list for each county; the wait time averages between one and four years to receive assistance. The agency eliminated the section 8 program at the end of 2022.rental housing development (rhd) activities - developing affordable rental units in the organization's geographic area. The organization has completed thirteen projects totaling 139 units.
Food programs:central Wisconsin Community Action Council, Inc. is the contracted emergency feeding organization (efo) for eight counties. As efo, the organization orders and distributes usda food to the following food pantries: adams food pantry, portage food pantry, rio area food pantry, wyocena helping hands food pantry, beaver dam Community food pantry, marquette county care & share food bank, baraboo food pantry, sauk prairie area food pantry, Wisconsin dells Community food pantry, the waushara Community food pantry, the st. vincent de paul food pantry in marshfield, necedah food pantry, fox lake food pantry and waupun area food pantry.
Weatherization/energy assistance:wisconsin home energy assistance program (wheap) - wheap provides a one-time annual heating assistance payment. Households may also receive crisis assistance for additional fuel, furnace repair or furnace replacement.weatherization assistance program (wx) - available to homeowners or renters at/or below 150% poverty. Wx provides energy assistance along with health and safety measures. Assistance provided includes attic insulation, sidewall insulation, smoke detectors and air sealing and can include furnace, water heater and refrigerator replacement.
