Three Rivers Area Labor Management Committee has received an 18-month federal grant from the federal mediation and conciliation service to establish a building and construction labor-management Committee in southwestern Pennsylvania utilizing the best practice built-rite program. The built-rite process was developed by the philadelphia Area Labor Management Committee (palm) in 1985. The aim of built-rite is to create a forum for owners, contractors and unions to pursue construction projects through a process that emphasizes labor-management cooperation. Tralmc has established a separate, subordinate building and construction labor-management Committee and has engaged palm in providing consultation and technical assistance to implement the objectives outlined in this proposed program. Of special interest is the opportunity to implement the built-rite program in connection with establishing a new industry-driven Labor Management Committee, in preparation for the anticipated construction of royal dutch shell's ethane cracker plant in beaver county, Pennsylvania. The plant would chemically "crack" ethane and produce polyethylene pellets for use in the plastic industry; it is expected that this plant would attract many other manufacturing businesses and service-related industries to the region, as well. Tralmc is offering the built-rite labor-management cooperative model to shell, its contractors and Labor unions associated with this project.
Tralmc helped launch the Pennsylvania steel alliance effort initiated through the support of the united states steel corporation and united steelworkers. The Pennsylvania steel alliance is a Labor / Management cooperative effort which promotes Pennsylvania's steel industry and supply chain through public education and outreach. The Pennsylvania steel alliance advisory Committee participates in meetings and assist in developing ideas for educating the general public and elected officials on the steel industry's importance to Pennsylvania's economy, as well as policy issues related to the steel industry. It will also promote the value and needs of the steel manufacturing workforce in the commonwealth. Tralmc assists with workforce development efforts and fiscal Management. In august 2015, tralmc submitted a proposal for Pennsylvania department of Labor & industry workforce development industry partnership worker training funds to support the steel industry statewide through electrical and mechanical maintenance training opportunities. Funding in the amount of $100,000 was approved for fy 2015-2016 and $200,000 was approved for fy 2016-2017 with the westmoreland-fayette workforce investment board serving as fiscal agents. Due to a state budget impasse, the two (2) program years ran concurrently, both running out on june 30, 2017.
