Rapid re-housing services is one of the most effective ways to move homeless households and those experiencing violence to permanent housing and economic stability. Rapid re-housing places a priority on moving residents quickly to their own housing using a variety of strategies. When a person and/or their family enters emergency housing, the first priority subsequent to safety is developing a housing plan. Through the use of an objective evidence-based assessment tool, residents are assessed for a type of housing that best meets their needs and are assigned to a housing team. Housing locators will assist people in obtaining housing and with move-in. Case managers assist up to one year to reduce recidivism. 268 individuals were assisted this year.
Domestic violence services are provided in a variety of ways. Victims can be referred through a 24-hour hotline, walk-in at our outreach center, or see a victim advocate at the Virginia beach domestic relations court and the detective bureau at the 1st precinct. Staff are co-located in each of these areas daily to assist victims. The services provided include one-on-one safety planning, danger assessment, court preparation, court accompaniment for protective orders, criminal hearings and child custody hearings. Victims can be escorted to the magistrate's office 24-hours a day to obtain a preliminary protective orders. 509 victims were assisted this year.
The anti-human trafficking services provide emergency housing and resources to people that have been sex and labor trafficked in hampton roads. In collaboration with the hampton roads human trafficking task force, Samaritan House, and the attorney general's office work along side federal, state and local law enforcement to initiate operations and identify human trafficking networks. Perpetrators are arrested and victims are offered services at Samaritan House. Victims that accept are transferred to us receive a comprehensive set of services that are phased in over time. Phases include safety and immediate mental health care, dental care and detox services for those affected by substances. 44 people were assisted this year.
